    Well, to me it looks rather like a piling point for merchandise acquired by shopkeepers from the provinces, as it says in the plate:

    Cheonan, Gonju, Yesan, Seonghwan
    Cheonan Luciel(?) Merchants' Association Merchandise depository

    You are right, they will take the goods to their povince markets or shops.
